That can be done by investigating why the client agents shown as inactive. Check the client log files under C:\windows\ccm\logs. Log files such as ClientLocation.log ClientIDManagerStartup.log, LocationsServices.log
it can be from the port i had same issue with one of my client after allowing the full range it changed to active so u hve to make sure no changes have been done with the sccm ports allowed in your firewall.
Guys up to now im still can't resolve this issue. here are the log files. Hope someone can help me to this.

Hello All, I seem to have this problem intermittently. Usually, I can sort it out with re-running the CCMSetup from within the ccmsetup folder. This time, not so much... I have checked the ClientLocation.log ClientIDManagerStartup.log, LocationsServices.log and none of them show errors. LocationsServices.log shows an MPLIST request are throttled for 00:00:08, but otherwise clean. Any other suggestions?
