SOLVED SCCM Client won't install in new network

Hi, I've been going around in circles the past couple of days trying to work this out.

I've created a new network 10.2.5.0/24. SCCM will not successfully install the client on any machine within this network. I've added this network to AD Site and Services, which then pulls the new network into the SCCM boundary. Firewall rules are wide open and nothing is being blocked. It creates the c:\windows\ccmsetup folder but doesn't copy the .msi setup files across

If I move this machine into another network the client installs successfully.
The BITS service is running,
I added a NIC on the SCCM server in the same 10.2.5.0 network to see if avoiding the firewall helped, it didn't change anything
I've enable the Windows Firewall, that didn't help either.

I'm just wondering if there is something simple that I might have missed?

I have same issue with windows10 1903 and higher.
let me know if you resolved this issue.

The original issue was caused by our company firewall, it had some antivirus or packet inspection enabled. I had to disable all packet inspection/AV
