PENDING SCCM Boundaries will not update

Hello all,
I have migrate my sccm server to a new machine.
Since, boundaries will not update, agent take no policy.
I have tried ip range and subnet.

Client installation is ok, but only 2 actions are available on the tabs. All components are installed, but not actived. Only CCm notification agent is deactived.
A lot of errors in locationservice.log.

Have you granted new ConfigMgr server machine account Full Control rights to the System container AND all child objects?.

We have reapplied the rights.
The ad publication is successful.

I have reboot server.
