PENDING Windows 11 removed taskbar icons reappear

Hello everyone
I managed to deploy a custom taskbar with MECM by copying a custom LayoutModification.xml to the default user folder.
But now every time a user logs on and removes an icon from the taskbar, it will reappear after a reboot.

How can this be turned off?

P.S. didn't find any other post to this but I might be mistaken
 
I am not sure why that's happening. I would suggest using GPO instead of ConfigMgr for configuring a custom taskbar layout.
