PENDING Windows 10 Feature Update 20H2 is failing with language pack

Hi, I'm using Windows 10 Servicing to upgrade Windows 10 1909 to Windows 10 20H2 but it keep failing error code:

operations queue failed, abandoning. Error: 0x80070002

If I remove the language packs it works fine.

I got the Language pack and FOD from 2004 disk

Are you sure it is the language pack that is causing this?.
