SOLVED WDS configure fails not respond in timely fashion

I have build 2 new VM servers and wanted a new / clean setup of WDS. one server is 2012R2 the other is 2016. Both I ran all updated and the install of WDS is fine no issues. When I configure WDS on either I get that the server did not respond in a timely fashion . Dhcp and dns are running in the domain, just not on either VM I built. I did in properties check either port box same, I have run the cmd to not listen on port 67 same. any ideas ?

I did did not see any of note. I am currently building out a physical box to be a test server in support of my VM. when this is complete I'll post what I find with copy of log
 
Try the below steps :-

1) Open WDS
2) Right click on WDS server and select propeties
3) Select the DHCP tab
4) Check 'Do not listen on port 67
5) Restart WDS service
