PENDING Unable to install application from software center after upgrade to 1610

I upgrade my SCCM to 1610 and I even install Hotfix 4010155 and 4016483.
I noticed that those client with 5.00.8458.1520 are not able to install application from Software center and getting error "The software change returned error code 0x87D00607(-2016410105).".

I've tried all the solution that I found here but all are not working. I also double check my Boundaries and all settings are intact.

I check the CITaskMGRlog from the client and I found "Unable to get location"

have you associated your boundary group with a distribution point ?. Is the content distributed to DP ?.
 
Yes. boundary group is configured properly. content means the application published?, Yes it was distributed to DP.
