SOLVED Sync Failed ussbusy 503 Server unavailable

I'm at a loss, and ready to blow away SCCM and start over again.
WSUS/SUP are not playing nicely at all.
I have already reinstalled SUP/WSUS, also removed SUSDB and had that recreated.
I am currently using a proxy server, however, I have bypassed it in the past, and the same thing happens.

wsus app pool is running, given it 8gb of private memory
wsus app pool has got a queue length of 5000


I am getting the following in WSYNCMGR:

Sync failed: UssBusy: WebException: The remote server returned an error: (503) Server Unavailable.~~at System.Net.HttpWebRequest.GetRequestStream(TransportContext& context). If you haven't already checked this, check whether or not your WSUS servers have this update: https://support.microsoft.com/en-us/kb/3159706 If they do, and you have NOT done the manual post-install of that update steps, go do them. Without those manual steps following that update, nothing WSUS works, including anything that ConfigMgr needs in order to run the Software update Point.

WSUS server does not have that update, however, it is running server 2019
