PENDING Error Code 0x80240020 installing update 1607 on multiple windows 10 1511 systems

I have a collection of 40 Windows 10 versions 1511 computers that get the error 0x80240020 "Operation did not complete because there is no logged-on interactive user" when they attempt to upgrade from 1511 to 1607 using a servicing plan. How do I go about figuring out what is going on. is there a specific log file I should be looking at? Thanks

Could you check WUAHandler.log. You can try to rerun the installation. If error reappears again, you can try to reset windows update components by: https://support.microsoft.com/en-us/kb/971058

Reun of installation did not help. Reset windows update components did not help.
I checked the WUAHANDLER.log file and I see the following error:

OnSearchComplete - Failed to end search job. Error = 0x8024401f. WUAHandler 3/14/2017 8:49:12 AM 4100 (0x1004)
Scan failed with error = 0x8024401f. WUAHandler 3/14/2017 8:49:12 AM 4100 (0x1004)
