Have you checked if the security software is preventing the file transfer?

No security softwares except the windows defender ,also tried by
deleted the packages related to the HP driver from the content library on both the site server and the DP server. I also removed the package-related content in the DP properties under 'content.' Afterward, I copied the files to the local server, zipped the file, verified that full permissions are granted on the server, and redeployed. However, I am still encountering the same error code."

Also used procmon tool to know which application is blocking.

Copying the files locally may not be flagged by AV but when it is coming from remote server, it is usually flagged.
