The site server might be unable to publish to Active Directory. The computer account for the site server must have Full Control permissions to the System Management container in its Active Directory domain. You can ignore this warning if you have manually verified these permissions.

please any one will help me with the answer to solved the issue.

Thanks..

Have you created system management container using ADSI tool ?. Configuration Manager does not automatically create the System Management container in Active Directory Domain Services when the schema is extended. The container must be created one time for each domain that includes a Configuration Manager primary site server or secondary site server that publishes site information to Active Directory Domain Services.

The primary site server computer account must be granted Full Control permissions to the System Management container and all its child objects.

System management container using ADSI tool is already created, Primary site got full control onto the container, but lately I had device collection (OU) which shows 164 devices even actually there is only 4 devices

The SCCM will display the data whatever the OU has got. Probably you need to check the collection query once again.
