SOLVED SCCM ADR failure 0x80072efd after update 2403

After updating the SCCM to the latest version 2403, the ADRs have begun to fail.
The error returned by the PathDownloader log is:

"httpSendRequest failed 12029"
"ERROR: DownloadUpdateContent() failed with hr=0x80072efd"

Before performing the update, the prerequisite "Check if HTTPS or Enhanced HTTP is enabled for site system roles" failed.

I understand the cause of the ADR failure is due to the change on the site in "communication security" when establishing "HTTPS or EHTTP"

What could be a solution to this problem? What modifications should be made to the server configuration?
 
Can you create a new ADR for testing and run it manually to determine you encounter the same error?
When redoing the ADR (a test was done), the error has disappeared

Would the fact that the error disappears by redoing the ADR indicate that it has been corrupted in some way?
That is, what could be the cause for it to have failed? (to try to solve it in the future, since the ADR is scheduled every month on specific dates).

On some setups I have noticed that after upgrading to the next version, the ADR's fail to work. Creating a new ADR with same configuration works. I don't know how.
