NEW Windows Feature Update - False Compliance

At my company we started with version 1607 of Windows 10 and we stayed on that version for nearly two years. We started trying to push out feature updates to the 1607 machines but SCCM is reporting them as being compliant and not running the upgrade. I found a microsoft article that says a cumulative update from Microsoft was the root cause of this issue, it was preventing from pushing out upgrades to anything other than the most recent release. As our company needs to stay at a minimum 6 months behind, due to other software in our environment, we will never be able to overcome that bug. I found that they released a fix to KB4093120 in KB4103723 and installed that fix on a workstation with this issue but after installation and reboot of that KB, the machine is still reporting back compliant in SCCM when trying to deploy 1803. Has anyone else ran into this or have a fix for it?
