PENDING windows 7 language settings unattend.xml

I am at my wits end at trying to get windows 7 to select English as the default language for the OS. I have created a basic unattend file that sets language only to en-US. this is the only setting in this file. All other settings are controlled by the TS. This is one of the few items that is preventing me from deploying this out to our staff. Any ideas that can fix this would be great.
