I am currently troubleshooting a Windows 11 24H2 OSD deployment via SCCM. The task sequence is failing at the "Apply Operating System Image" step with error code 0x80070002.

Key observations so far:

  • The OS image package (NHQ00125 – Windows 11 Enterprise WIM) is successfully distributed to the DP, and logs confirm healthy distribution.
  • In smsts.log, WinPE fails with “Unable to find a Windows system root at C:\” and error 0x80070002.
  • A “File not found” error occurs even though the WIM is present in FileLib with the correct size.
  • The DP role on one old server was removed; current DP is healthy.
  • Task Sequence steps include Apply OS Image, but it seems unable to detect or apply to the target partition.

It will be great, if someone can provide me a fix. Thanks

Did you ever resolve this? We are having a similar issue where it fails at the Apply Operating System Image step. Nothing changed in our Task Sequence and we are attempting to image the same hardware.

I think this is misleading you “Unable to find a Windows system root at C:\”

If you have enabled F8 support in your PE environment, start it at the very beginning of the TS and when the failure comes then check what, if anything is on C:
Do you have an ip address at this point
Can you see the HDD from diskpart
Is the new DP in the correct boundary?

Check if it has an ip address
Check you can see the hdd

We were running into, if not the same, a very similar issue. I ended up capturing a new boot image, downloading and deploying new WinPE drivers, and creating a new boot media (we use USB). I think it was the drivers and boot media that were the golden ticket. I'm not sure if it was a change by Dell or something on our end but everything is back to working flawlessly now.
