NEW Windows 10 Edition Upgrade - Error

I'm trying to deploy "Windows 10 Enterprise" license on "Windows 10 Pro Workstation" collection with no success,
Get error 0X80070057 on monitor:


on the client side, it works only if I get inside "Activation settings" click on "Troubleshooting"


and only then message ask for upgrade version and restart the system,
when I check the "Activation Settings" again I can see that edition changed to Pro edition,
And only then deployment to Enterprise license works and become an Enterprise edition.

Tried to make an VM "Windows 10 Pro Workstations" clean installation,
On VM it is works perfect! and become Enterprise edition with no issues.

how do you deploy the new license to the collection ? are you using DISM or PS ?
