PENDING Windows 10 Edition Upgrade - error 0x80070057

I have made a "Windows 10 Pro Workstations" collection and deploy an Enterprise key on this collection,
and I got some error: 0x80070057, manually solution is to connect to the workstation, open Activation settings and click on "Troubleshoot" and pop-up window ask for upgrade version, when I confirm the OS restart himself, and version become a Pro version, only after this SCCM change to Enterprise version successfully.
- on "Windows 10 Pro" collection, the edition upgraded done successfully.
- tried to deploy upgrade edition on clean VM "Windows 10 Pro Workstations" version for a test, and it successfully done.

Windows 10 Pro Workstations are not support upgrades,
So I solved it with a PowerShell Script:

$sls = Get-WmiObject -Query 'SELECT * FROM SoftwareLicensingService'
@($sls).foreach({
    $_.InstallProductKey('XXXXX-XXXXX-XXXXX-XXXXX-XXXXX')
    $_.RefreshLicenseStatus()
})
