PENDING Upgrade from 2010 to 2103 - Prerequisite check failed, Pending system restart

I am attempting to upgrade SCCM 2010 to 2103. However, I get a pending system restart failed in the Update Pack Installation Status. I rebooted the server. I then looked in the C:\Windows\Logs\CBS\CBS.log and have an error saying:

CBS Failed to resolve package 'Package_3328_for_KB4571694~31bf3856ad364e35~amd64~~10.0.1.6' [HRESULT = 0x800f0831 - CBS_E_STORE_CORRUPTION]

I cannot seem to find the KB4571694 to try to reinstall it.
 
As far as I can tell, this KB is for a Domain Controller vulnerability. You don't say what OS your server is.

This KB appears to be a security update for the Service Stack. It appears to be old and replaced and not applicable anymore, hence why maybe it's not on the update catalog site any more.

This seems to be a WU corruption issue where the reboot flag after update has been set and can't get flipped back. You could try installing the latest fix for the Service Stack vulnerability and see if that fixes it. My next path would be to look at reseting Windows Update on the server.
