PENDING The operating system upgrade task sequence does not continue

Hello,

I have a problem and I need some help:
I am upgrading our environment device from Windows 11 21h2 to 24h2 using Upgrade Task Sequence
On some devices it works fine but on others I see it hangs after "Install Software Updates"
And when I look at the monitoring I see "Task Sequence Execution Engine performed a system reboot performed by action" Also on the device itself it shows "Installing" in Software Center
What could be the problem causing this to hang? While another device is successfully going through?
i tried restart and still stuck , and looks for error in logs found nothing

On our setup, we are also facing some issues with 24H2 upgrade. Not sure why, I am asking here and in reddit as well.
