Hi All,
Recently we have upgraded our environment to 2309. After this month's rounds of Patch Tuesday, we have seen about 40% of our Windows Servers stuck on "Installing Updates/Waiting to install Updates".
We have been able to identify a root cause, but the only clue is UpdateHandler. On servers having issues, we can see it making references to updates that simply do not exist, anywhere (based on the ID). Many servers have successfully installed all of the updates above - but - not all.
Of note, of the servers not installing updates, they are a mixed bunch of Windows Server Versions - and the updates themselves are quite varied (not just the latest Patch Tuesday ones)

I am mostly confident this is not a Distribution Point or Boundary Group issue, as other servers in each Boundary Group have processed these updates without fault. I have not found anything like this online nor seen anything like it before.
