SOLVED Software Center - RESTART option for any listed update

Having deployed Windows 7 Critical and Security updates to collection containing two Windows 7 computers I noticed interesting thing in Software Center. In Installation Status if you choose any update RESTART option is available in lower right corner - I did not try what will happen (whether I would be given a message that installation of all updates is not completed) but anyway RESTART option should have been available only after installation of all updates was completed. Is this by design or this strange behavior can be modified?

This is potentially "dangerous" since not savvy user could choose to restart computer while updates are being installed.
 
That is by design. There are few updates which requires restart and some don't. Yes, a user shouldn't click restart as it will reboot the computer.
