use GPO not SCCM
Computer Configuration > Administrative Templates > Control Panel > Personalization > Force a specific default lock screen image

or registry if you really want use SCCM
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization
new string LockScreenImage
and path to image
 
I set my lock screen through a task sequence during imaging. I have a batch file, a reg file and my lock screen image in a directory on my SCCM server.

reg import LockScreen\LockScreen.reg
reg import LockScreen\LockScreen.reg /reg:64

Create a package for the lock screen, and set a "Run Command Line" option in your task sequence:
