What problem are you trying to solve for? Why are you not defining what Admins can see.

I need to delete a security scope, but I have objects are associated with the security scope.

So go to the report directly on your Reporting point, it is under Administrative Security folder.

Don't know what you say, does it really matter that the scope exists?
