NEW SCCM Windows 10 Feature Upgrade Issues

We are currently on SCCM 2012 R2 v1710 with both hotfixes. We are looking to upgrade our clients from 1511 and to the latest we can, if we can go to 1709 or higher that would be awesome. We are running into some issues where deployments aren't showing up in the Software Center on clients. All other deployments are fine as well as WSUS updates but if I try and use Windows 10 Servicing or deploy the update directly via right click > deploy, the feature upgrades never show up.

I'm not sure what the reasoning is and if I check the deployment monitoring, it shows the machines that already have an upgraded version as compliant but the rest are set as unknown.

Any help would be appreciated and can provide any additional information that would assist.

To add some additional information, it appears that monitoring shows SCCM has labeled this client as compliant with the deployment of the FU. Not sure why as the machine is clearly on v1511 unless the compliance is saying that the machine has received the policy.
