PENDING SCCM - WebServer Certificate 'Enrollment Pending'

I am trying to create a WebServer Certificate using these instructions:

but when I request the certificate it sticks on 'Enrollment pending' and if I also try to auto enrol it, it still says 'enrolment pending'

Any Ideas?
