Are you trying to run the WinPE from the USB Media? Do you at any point remove the USB drive while the process reboots your computer? Also do you have Windows installed on the Fixed Hard drive on the machine you are trying to boot the USB from?

Error 0x8007000e = Not enough storage is available to complete this operation. This means that there is not enough ram (memory) to complete the operation. The allocated space in ram for the Task Sequence environment has run out of space. The reason it has run out of space could be due to four possibilities :-
