PENDING SCCM Reports The underlying connection was closed

I noticed I have no reports. I thought there were a handful of default ones? Anyways when I go to create a report I get the errorS below.

I'm running v1706

Any ideas? Thanks

Just checked and its already set to zero: <Add Key="SecureConnectionLevel" Value="0"/>
