Is there a way to create a user collection based on full username but last name starting with A? then B? etc....

yes. you can use any column that exists for creating a collection Although I have no ideas why you would want to create one for users last name. .

Its not me but my company. They want to deploy Bitlocker in a controlled fashion to keep a track of any issues and make it simple to find out and fix any issues.

So they want to create a user collections by users last name.

Last name starting with A, B and etc....
