PENDING SCCM clients showing cross. Unable to telnet port 10123

We are having all clients with grayed our cross status and when trying to telnet port 10123 from that server it says connection failed. Checked with network side and there is no firewall.
 
@abhigupta ,

check the Ccmnorification.log , boundaries , client approval methods used and Make sure 10123 has been opened from firewall
