PENDING SCCM 1702 Primary site or Secondary site on multiple locations?

Hi,

We have 4 office on different locations
USA, UK, Germany, Australia

I have to deploy SCCM 1702 for all these locations. My question is should I configure primary sites on each location?
OR
One primary site on one location and secondary sites on other three location?

What could be the best solution in this case?

Kindly tell me the reason also with your suggestion.

Could you tell me more about how are they connected and WAN speed ?. I would not prefer CAS here but I want to know the number of clients at each of these location. Based on the network bandwidth and client count, we could decide the best option further.
