PENDING SCCM 1702 Console very Slow

we have in our organization SCCM 2012 server structured as CAS server and two Primary servers. for last one year its console, no matter you run it from server or from any PC its very slow any operation I do on it takes long time to appear on console.
any one who can fix this slowness.

Can you check the performance (CPU and RAM utilization's) of your CAS server's?

Non of system has high utilization of CPU and RAM.

What OS is used? Windows Updates deployed without errors?

windows server 2012 R2 standard with latest updates. SCCM 2012 R2 Update 1702. all systems.
SQL server 2012.

Are you running any AV on this server ?. What else is installed on this server ?. If you're running an AV/antimalware platform on your SCCM server there's a list of folders, processes, and logs you'll need to exempt from any real-time scanning. Sophos Anti virus I have tried uninstalling AV from all systems and also tried Optimizing DB from that web site non of these worked.

actual thing is I ran this DB optimizer from this https://stevethompsonmvp.wordpress.com/2013/05/07/optimizing-configmgr-databases/ it work for short time like 5 min to one hour , SCCM console works fine then again it gets slow. so I need permanent solution for this.
