is it possible to disable and remove the built-in administrator in windows 10 via gpo?
 
Yes, you can disable the local administrator account using GPO.
Create a new GPO > Edit > go to Computer Configuration > Policies > Windows Settings > Security Settings > Local Policies > Security Options.
Double-click the setting - Accounts: Administrator account status.
set it to disabled.

Thanks Prajwal, but can it be removed from the local administrators group?
