Yes, I've looked at that. I've tried all of those suggestions to no avail. I've opened a ticket with Microsoft. Will report back if we find a solution.

Microsoft is going to address those PXE issues with the next release which will be version 2409.

2403 enables EHTTP. We faced similar issue. I cannot read the screenshot but looks like related to SSL. First check ADK version on all Site Servers. Check IP Helper to make sure it's configured to server the IP subnets. Also try configuring the DP using the certificate from domain's Certificate Authority.
