PENDING Project and Visio 2016 Install Error attaching to OSE error 0x00000000

Apologies if this issue has already been posted about or if this is the wrong place to ask this question. I recently created applications in SCCM for both Standard and Professional versions of Project and Visio 2016. I tested them on Win7 and they all worked fine, but they break in an interesting way on my Win10 test VM. On a new Win10 VM I can install these applications and use them without issue. The problem occurs when I uninstall and try to reinstall them. I've sifted through the web looking for a solution but nothing I try seems to work. Attached is a log file of a "successful" uninstallation (uninstalling after the first installation which always works on a new Win10 VM). Any help or insight would be appreciated.

The errors that I can see is Error: Unable to set a system restore point and Error attaching to OSE, error 0x00000000.
This indicates a problem with OSE. Could you try the below steps:
Go to C:\ProgramData\Microsoft Help\.
In Microsoft Help folder delete all the files present there.
and then try reinstall.
 
Thank you for the reply. I tried deleting the contents of the Microsoft Help folder but unfortunately I still get the same error. Here is the log file from the most recent installation attempt. I believe the issue might be in the line reading "CAQuietExec: Error 0x80070001: Command line returned an error".
