PENDING Planning for Communications Across Forests in Configuration Manager

Have about 4 sites connected via MPLS Cisco Meraki Cloud, they all talk and share resources currently, each have a DC onsite. My question is, can i just use a single server to manage all locations (less than 500 users total) or do i need to have a site server at each location?
