My team and I are running into a perplexing issue after updating our environment from 2403 to 2509. We are unable to find the functionality for managing categories under Device Collection. The ribbon/option seems to have completely disappeared.

We've done some initial research, but the cause remains unclear.
We found a related Microsoft thread, although it describes a different issue (a crash/error when managing categories due to an hotfix) rather than the feature disappearing entirely.

- Action: After updating from 2403 to 2509, the option for "Categories Management" is gone.
- Location: When navigating to Device Collection, the ribbon/tab for managing categories is missing.
- Current State: As a Global Administrator, when I right-click on a device collection, the option is no longer there.
- Observation: While categories membership is still visible on devices, we can now only clear (empty) the assignment, not manage the categories themselves.
