NEW Management Point errors

I moved my management point from HTTP to HTTPS and have been experiencing issues with the management point since then. Required PKI setup was done and clients have certificates installed The client certificate in Configuration Manager shows as PKI.

Under Site Status the management point shows as critical and the size is showing as 0 bytes. In mpcontrol.log i have the error:
Call to HttpSendRequestSync failed for port 443 with status code 404, text: Not Found $$<SMS_MP_CONTROL_MANAGER><07-28-2021 10:36:34.910+00><thread=7140 (0x1BE4)>
Http test request failed, status code is 404, 'Not Found'.~ $$<SMS_MP_CONTROL_MANAGER><07-28-2021 10:36:34.910+00><thread=7140 (0x1BE4)>

In the IIS log files i see 403 errors like below:
" 2021-07-28 00:00:07 192.168.100.237 PROPFIND /CCM_Client - 80 - 192.168.101.87 ccmsetup - 403 4 5 1394 9"

I can access the mpcert URL with the server name:

When i try accessing the URL above with the FQDN for the server it gives a 403 Forbidden access is denied error. I have tried various solutions to no avail. I reinstalled the management point but still have the same errors after reinstalling
