PENDING Looking to upgrade SCCM 2303 on W2K12R2 + SQL 2012 on W2K12R2

We have a small SCCM setup - just a single site server (no WSUS role) running on W2K12R2. Our backend SQL 2012 server is also running on W2K12R2.

We would like to upgrade our SCCM CB 2303 to 2409, which requires we upgrade our OS to W2K19 and our SQL server to W2K19 and SQL 2019.

From what I've read so far, it sounds like it's better to build a new SQL server on a newer OS with a newer SQL and move the databases to the new server.

Can anyone confirm the order of the steps as I see them so far?

1. In-place OS upgrade of SCCM site server (W2K12R2 to W2K19)
2. Build new SQL server on newer OS (W2K19) with newer version of SQL (W2K19).
3. Backup SCCM db's on old server and restore (or attach?) to new SQL server.
4. Run SCCM maintenance wizard to point SCCM to new SQL server.
5. Run SCCM upgrade from Config Mgr console.
