PENDING Intune will not Install Apps when device is locked

Hello,
Do Win32 apps install without user login? I built a hybrid join machine with Autopilot, and the apps that are part of ESP got installed. However, the apps assigned to that device are still waiting for installation. I've waited almost 18 hours, but the status hasn't changed.

Thanks Prajwal, I was not able to get into the machine, As this is hybrid joined, we need VPN to connect, we are trying to find whether intune will install apps even though machine is locked
 
If the apps are targeted to the device, they should be installed without any login. Can you tell me what are those apps and how are they packaged?
 
some are win32apps, one is company portal which is not win32 app, microsoft 365 apps, chrome, rmm agen, chrome, I see in device managed apps, are all required and waiting for install

Normally, when the win32apps are targeted at a device group, they should be installed. Take a look at the below thread where an user mentions:
You shouldn't use both MSI and Win32 together because MSI installs can start via the OMA DM agent at the same time as the Intune Management Extension can be installing Win32 apps, this is why it's advised not to mix them. Instead, you can easily wrap the MSI using the Win32 Content Prep Tool and deploy as Win32 with your other Win32 apps.

You should be fine to mix with UWP and store apps, just keep in mind store apps should be the OFFLINE versions and deployed in device licensing mode when being deployed as part of AutoPilot.
