PENDING Intune iPad web clip will not display

We have created a web link and pushed to iPads that are in Kiosk Mode with Guest logon. The web link appears on the device, how ever when it is selected the link will not open and errors with “Action Not Allowed “. Any suggestions how to overcome this ?
Edge is installed on the device and we have created an App Configuration Policy setting the link as Allowed URL within Edge

If you have more than one browser on a dedicated iOS device, delete the others and keep only Edge as your default browser.

Can you try launching the web app directly from the Intune corporate portal?
