Restart the SMS_EXECUTIVE service and see if works.

so it's stuck at downloading.. Could you navigate to \Monitoring\Overview\Updates and Servicing Status. right click the update and click check status. Attach the screenshot.

I have never the warning "Failed to download easy setup payload with exception: Could not find a part of the path" before. What I can guess is the ConfigMgr.Update.Manifest.cab is not present and ConfigMgr is looking for that particular file. I can also see that the cab file isn't downloading on the server.

Can you open the browser on ConfigMgr server and try manually downloading the ConfigMgr.Update.Manifest.cab from that redirect URL (see the log file). Let me if you can download the .cab file.

This issue comes up just after upgrading from v2207 to 2309.
