SOLVED Failed to download User Policy Error 0x80070005

HI there, i'm facing a strange issue in my environment (SCCM 1910), i try to deploy targeted user application, but when i launch Software Center i Can not see the application. digging in the log i find that the policyagent.log show this error realtive to the user policy.
"[Assignment Request] Assignments request for User S-1-5-21-1962142737-2562323857-723495041-1129 completed with status 0x80070005"
i found a bounch of article on the internet that suggest the issue is caused by kerberos authentication and the solution is to increase the maxsize of the kerberos token. try the fix but the issue remain.
i tryed to use support center for troubleshoot one of the client that have the problem and i noticed that in the troubleshooting section i've an error on the policy assignement "
Synchronous message returned a null or empty reply. This generally indicates a failure to process the message at the management point.
"
Another strange behaviour is that the user target application work fine on the primary server of my infrastructure.
Anyone know i can fix it?

I've make some step forward. All the error in the policyagent.log was resolved enabling the anonymous access in the IIS Server. otherwise now the client recieve this error:

GetApplicationsAsync: The HTTP request is unauthorized with client authentication scheme 'Negotiate'. The authentication header received from the server was 'Negotiate oXgwdqADCgEBom8EbWBrBgkqhkiG9xIBAgIDAH5cMFqgAwIBBaEDAgEepBEYDzIwMjAwMjI0MTA0NTUyWqUEAgIYGqYDAgEpqRMbEUNPTVVORVBBUk1BLkxPQ0FMqhswGaADAgEBoRIwEBsOdzJrMTItc2NjbS1jYiQ='.. Unable to fetch user categories, unknown communication problem. (Microsoft.SoftwareCenter.Client.ViewModels.SoftwareListViewModel+<LoadAppCatalogApplicationsAsync>d__164 at MoveNext)

I try to change the provider of the "CMUserService_WindowsAuth" but nothing seems to work.
