PENDING Failed to create sql server certificate -- Help!!!

hey guys
i have had so many problems with installing SCCM 2403 and get this error "Failed to create sql server certificate"
DB vm: HQ-DB01.CONTOSO.LAB
Primary site VM: HQ-PRSITE.CONTOSO.LAB
i wanna install SMS provider along side primary vm still couldnt..
also tried along side sql but nothing yet.
i created domain service account for sql and set spn
it has local admin right on sql vm and within sql (sysadmin)
also sccm computer account has permission on primary and sql vm...
SQL 2022 with KB KB5065865

I am having the exact same issue and cannot find anything to get past it. For me it is a brand new install of SCCM 2403 on Windows Server 2022 collocated with SQL 2022. Have tried everything but can't get past the error creating certificate. Clearly there has to be a better answer to a fix than just giving the account to the SQL group.
