We got the below error message sccm client push using MECM 2002.

Failed to connect to machine policy namespace. 0x8004100e and The error occurred in the Background Intelligent Transfer Service (BITS) queue manager.

I guess something is blocking the downloads. Can you try installing the SCCM agent manually on a machine and confirm that works fine ?.
