PENDING Error: please run setup with a user account that is designated as a configuration manager full administrator

Hi all
I’ve been tasked with building a new primary site to join our existing hierarchy. This is the first time we are putting a primary site on a child domain, all the existing sites are on the same domain as the CAS.

I get as far as specifying the FQDN for the CAS, and then I get the error “please run setup with a user account that is designated as a configuration manager full administrator”. I am running the setup as our SA for sccm, which has the security role of ‘Full Administrator’. The SA is a member of the Administrators group on the child site server, and I have gone as far as adding the computer account of the new site server and CAS to each other’s Administrator groups.
I am at a loss, there doesn’t seem to be much reading online for this error or setup. I've read through ConfigMgrSetup.log and there is nothing obvious - not even an error.

OS is Server 2016
SCCM installer is 1802

Unless you have over 150,000 computers, you should not be creating a CAS.
