PENDING Error : "Failed to send HTTP request. (Error at WinHttpSendRequest: 12007)"

Any recommendations, I'm having trouble deploying agents with SCCM 2012 r2, it gives me the following error
Failed to send HTTP request. (Error at WinHttpSendRequest: 0x80072efd)
GetDPLocations failed with error 0x80072efd
Failed to get DP locations as the expected version from MP 'cr-apwsccm-pv.ath.fi.cr'. Error 0x80072efd

Give permissions
If you go to IIS and expand Web Sites> CCM_Client

Right click CCM_Client and select Permissions.

Add 'Everyone' and give them Read permissions.

Apply it and test a client push.

0x80072efd = "A connection with the server could not be established" , any security software / device that is blocking the client to talk to MP ?.
 
At the firewall level all ports have been enabled, the revision was made, an antivirus level was excluded from the services that use the SCCM to avoid blockages.
An interesting topic is that you are reviewing at the IIS level, you have enabled the 'Everyone' permissions, I save the changes, close the window and return open and delete this group, I do not know why the error will be.(see attached image)
The SCCM came working fine but for reason I no longer like to install push clients
