PENDING Error 1609 on Application Install.

Hello,
I am trying to deploy an application through MECM and I am receiving and error, error 1609. Screen shot should be below. I can install other applications successfully. I am only getting this error with this application. I am using a .cmd file to install the application. If I run the .cmd from the cache manually, the install succeeds.
Any ideas? Thanks.

Did you check with Insperity Orgplus vendor about this error?
