I have MECM 2103, but I do not have the Endpoint Manager just the Configuration Manager. Likewise my company is not using Azure. My limited understanding is that Intune is needed to become a full blown MECM, but Intune needs Azure. Is this correct? I was recently asked to add USB client detection and protection, but I do not have the necessary console features to do this. Is there anyway it can be done without adding Intune?

MECM and "Configuration Manager" are the same product. If you have MECM installed, then you have the "full blown" MECM.

Newer versions of MECM allow you to leverage Intune (Co-management and Tenant Attach) so you can manage certain workloads with Intune instead of (or in conjunction with) configuration manager. However, for most of these features to work systems need to be Joined to Azure AD or Hybrid Joined to Azure AD.

Depending on what you're attempting to do, some of the USB controls in Intune are available as GPO options. Have you already evaluated these options?
