PENDING Deploy Batch files with SCCM - Package or Application

Hi,
I know this is well chewed but every time it's confusing me again.
I have SCCM 2010 and i want to install a Q-Radar collection agent to workstations - the installation is with a pre-configured batch using the exe installer.
I've created an application including a clause to check the existing installation folder configured it as "Install for system" and "Hidden" and distributed the application.
When i try to deploy it to Device collections i have only the option to deploy it to user collections.

* My goal is of course to deploy it on all our workstations regardless the user on the workstation and to be able to view the statistics and health of the installed service and of course without any user approval or interaction.

Should I build a Package for that instead of Application ?

Thank you for that over and over confusion between Applications & Packages.

In the end it does matter they both do the same thing.
You meant that it doesn't matter !?
Any-way, application can't be deployed to device collections.
How you suggest to accomplish my goal ?

Sorry !!!
Didn't noticed that I have to change on the left corner from "User Collections" to "Device Collections" !! (If I would saw this before I hadn't post this question :))
Thanks for the help anyway
