PENDING Content library move- Access denied

Hi
i am trying to move content library using contentlibrarytransfer.exe but failed.
problem is two files under dataLib showing access denied. i tried powershell and gui to change permission but failed. cant change ownership, access or delete. pushed inherited to child folders, same result.

One or more directories required for this transfer has an invalid length. Caught Access to the path 'C:\SCCMContentLib\DataLib\TOR00005.139.5a08bd86' is denied.

please help.
 
are there any package transfers going on ?. The tool must run only when the distribution point is not actively being accessed by client computers and when no content is being distributed to the distribution point

not that i know of. report from \Monitoring\Overview\Reporting\Reports\Software Distribution - Content: All Active COntent Distribution shows no active content.
Question:
1. how do i know if client computers accessing DP ; if accessing how to stop it and what will i lose if i stop
2. more than 100 applications/packages and almost 20 images are being distributed to DP. you are suggesting to stop or remove all of them before moving? if so, is there any quick and easy way to acheive that? and what are the steps after i move the contenlibrary to make my sccm work as it is working now. I push monthly windows updates, applications, images from sccm.

please help
